Singapore’s Disease Outbreak Response System (DORSCON)

With the continuous spreading of the Influenza A (H1N1) virus around the world including Asia, it's wise to know the current status of the country you are in and the type of alerting system in place to warn against impending outbreak.

In Singapore, there is DORSCON which means Disease Outbreak Response System. Its main objective is to provide the list of responses that Singapore will take as a nation when threaten by a pandemic flu or infectious agent. It is something similar to the US Center for Disease Control (CDC).

The different levels of DORSCON are green, yellow, orange, red and black.

GREEN
  • No novel influenza virus causing severe disease in humans OR
  • Occasional animal - human infections
  • No Human - Human Transmission or rare cases of spread requiring very close and prolonged contact.
  • Healthcare worker/ institution’s response - current triage of patients with fever in Emergency depts. and polyclinics;
  • Public response - hygiene measures, mask wearing, social responsibility
YELLOW
  • Inefficient human-to-human transmission. Requires sustained close contact.
  • Small clusters of cases may occur.
  • Isolated imported cases may occur but there is no sustained local transmission.
  • Healthcare worker/ institution’s response - staff in high risk areas (Emergency Depts., ICUs, Triage stations) in PPE
  • Public response - GREEN measures + contact particulars recorded when visiting hospitals & clinics.
ORANGE
  • More efficient human-to-human transmission. Virus not fully transmissible. Requires close contact.
  • Larger clusters of cases in Singapore.
  • Healthcare worker/ institution’s response - All areas with patient contact : staff in PPE
  • Public response - YELLOW measures + No visitors to hospitals
  • Encourage temperature taking at schools and non healthcare establishments
  • Consider closure of schools and suspension of public gatherings and events
RED
  • Pandemic is underway. Virus is fully transmissible from human-to-human
  • Community-level spread.
  • Mild - moderate morbidity & mortality (e.g. 1957 & 1968 pandemics)
  • Healthcare worker/ institution’s response - ORANGE measures + antiviral prophylaxis when local cases occur.
  • Public response - ORANGE measures + social distancing when local cases occur
BLACK
  • Pandemic in Singapore with high morbidity and mortality (e.g. 1918 pandemic)
  • Healthcare and other social systems overwhelmed.
  • Healthcare worker/ institution’s response - as in RED
  • Public response - more rigorous social distancing measures
  • Suspension of all schools, social gathering and institutes of higher learning
  • Advise public to stay at home and even consider curfew

 

Management of Cases Under DORSCON

Pre-pandemic (Green to Orange)
  • TTSH/ CDC is the designated treatment facility for any case of potentially infectious disease.
  • Clinics and step down care facilities will refer suspect cases to TTSH Emergency Department for assessment and admission, if necessary
  • Hospitals will isolate all suspect cases and transfer confirmed cases to TTSH/CDC. Confirmed cases, including children and pregnant patients will be centrally
  • managed at TTSH/ CDC. Pediatric and obstetric services will be set up at TTSH/ CDC by KKH when necessary. They will be activated by MOH. When TTSH/
  • CDC approaches full capacity, other restructured hospitals (RHs) will also have to manage influenza cases.
Pandemic (Red to Black)
  • Flu Clinics will be established at polyclinics and participating primary care clinics to provide outpatient care.
  • Patients with influenza, aged 1 year and older, will be treated with anti-viral. The severe cases will be referred to restructured hospitals for treatment.
  • Due to the expected large number of asymptomatic cases who could present other complications, both restructured hospitals and private hospitals will need to manage flu as well as non-flu patients. Hospitals and Flu Clinics should segregate flu and non-flu cases to minimize transmission.
  • There is a dedicated ambulance service for transportation of potentially infectious cases to TTSH/ CDC.

Singapore Media (Video and Song) Campaign Against Influenza (Flu)

Influenza A (H1N1) is a new strain of influenza virus that spreads from human to human and could spread quickly worldwide leading to a pandemic flu outbreak. The disease was known as Swine Flu because it has some elements of a virus found in pigs. But the World Health Organization now refers to as Influenza A (H1N1).

Like other flu viruses, the Influenza A (H1N1) virus spreads mainly through people with flu, coughing or sneezing. Sometimes people may become infected by touching something with flu viruses on it and then touching their mouth or nose.

Due to this, the Singapore Government and the Ministry of Health made the effort to educate its citizens and others who are living in Singapore on how to prevent the virus from spreading in case it gets here via media campaigns like the following:

DORSCON: Singapore is now at Alert Yellow for Influenza A (H1N1)

According to Ministry of Health, Singapore is now at Alert Yellow. The response plan allows a risk management approach appropriate to the transmissibility and virulence of the virus.

DORSCON is short for Disease Outbreak Response System and it lists out the list of responses that Singapore will take as a nation when threaten by a pandemic flu or infectious agent.

At Alert Yellow, Inefficient human-to-human transmissions of flu caused by a novel virus require a close and sustained contact to an infected person. Further spread can be prevented through public health measures to isolate cases and quarantine contacts.

Risk of import into Singapore elevated. Isolated imported cases may occur but there is no sustained transmission.

Strategy is to prevent further import of cases, and to ring fence and isolate cases to prevent spread. The focus will be to provide treatment of all cases, and antiviral prophylaxis to contacts including exposed healthcare workers.

 

Alert Yellow

Beware! Maria Josefina Villanueva "Pen" of Pen Travel & Tours is wanted in the Philippines

A Singaporean and two of his Filipino partners are facing charges of illegal recruitment and trafficking of persons.

Charged by the National Bureau of Investigation (NBI) were Roland Chii Ming Teo, 62, a Singaporean residing at the Pan Pacific Hotel on Adriatico St. in Ermita, Manila; Liwayway Capistrano, 57, and Lanie Acaso, 36, both of Palmera Homes in San Jose del Monte, Bulacan.

Head Agent Arnel Dalumpines, chief of NBI-Special Task Force (STF), said the trio were arrested late Tuesday in San Jose del Monte, Bulacan, while they were in the process of recruiting several would-be OFWs.

A fourth suspect, Maria Josefina Villanueva, registered owner of PEN Travel and Tours Philippines based in Pasay City, is still being hunted.

Follow up operations are also being conducted against several other suspects identified only as Homer, Jenny, both staff members of Pentravel Tours Phils., and an immigration officer named Glazy.

Recruitment process

Dalumpines said the arrests stemmed from the complaint of Herminia Servillon and Eleanor Valenzuela, who both formerly worked in Singapore as domestic helpers.

In their complaint, Servillon and Valenzuela said they were recruited by Capistrano and Acaso in 2007 to work as directly hired domestic helpers in Singapore for a monthly salary of 360 Singaporean dollars.

They were promised fast deployment and no initial fee but with six months salary deduction.

They said they were personally interviewed by Teo in San Jose del Monte, Bulacan and on Sept. 22 and Nov. 3, 2007, they were brought by their agents to the office of Pen Travel and Tours in Pasay City.

They said a man named Homer and a woman named Jenny briefed them on what they were going to do inside the Centennial Airport Terminal on the day of their departure. With the alleged connivance with immigration officer identified only as Glazy, the duo managed to leave for Singapore as tourists.

Abused and starved

When they reached Singapore, they were met by an agent who assigned them to work as domestic helpers.

Immediately after they started working, their troubles also began. They were given not enough food, forced to work longer working hours, and were bit paid their salaries for six months. After enduring six months of suffering in Singapore, they returned to the Philippines and filed a complaint with the NBI.

In their investigation, NBI probers found that Teo and his cohorts were not licensed to recruit workers for overseas employment.

Through constant monitoring and surveillance, NBI managed to document the illegal activities of the suspects.

According to Special Investigator Darwin Francisco, they noted that Pen Travel Tours Inc. used a Hyundai Wagon (ZJD-406) in transporting trafficked persons to the airport on Jan. 19, 2009.

They also received information that Teo, Capistrano and Acaso will recruit and conduct interview on applicants on the house of Acaso in San del Monte, Bulacan on Tuesday..

At 5 p.m. of that day, NBI agents swooped down on the suspects as they were interviewing applicant Roche Teves and job seekers were filling out application forms for employment of Roland Employment Agency.

The suspects were brought to the Department of Justice on Wednesday for inquest for charges for violation of the Anti-Trafficking of Persons Act of 2003 and Syndicated Illegal Recruitment, both non-bailable offenses.

Registration for Overseas Absentee Voters

Philippine Ambassador Urges Filipinos in Singapore to Register for the 2010 Elections

Philippine Ambassador to Singapore Minda C. Cruz is urging Filipinos based in Singapore to apply for registration as overseas absentee voters at the Philippine Embassy for the 2010 national elections.

‘I strongly encourage Filipinos who will be in Singapore during the voting period in 2010 to register as overseas absentee voters in order to exercise their right to vote for the next Philippine president, vice president, and 12 senators,’ the lady envoy stressed.

The Commission on Elections (COMELEC) has announced that the system of continuing registration for overseas absentee voters (OAV) will commence on 1 February 2009, and will last for seven months, until 31 August 2009.  COMELEC has earlier set the start of OAV registration on December 1, 2008, but had to postpone it for two months to give time for the repair and delivery of registration equipment to Philippine embassies and consulates around the world.

Registration overseas will be conducted by Philippine embassies and consulates on behalf of COMELEC in accordance with the overseas Absentee Voting Act of 2003.

Ambassador Cruz said that the Philippine Embassy expects a high turnout from Filipinos based in Singapore eager to exercise their right to vote in the May 2010 elections more so that these are for the top positions.

‘I challenge the Filipinos in Singapore to make their voices heard, give flesh to our democracy, participate in our electoral process and contribute further to nation-building,’ the Philippine envoy added.

Filipinos who are at least 18 years old or who will be 18 at the time of the elections may apply for registration if they intend to vote in Singapore, provided they are not disqualified by law.

According to COMELEC, those who are already included in the Certified List of Overseas Absentee Voters (CLOAV), but who failed to vote in the last two elections (2004 and 2007) will be removed from the list.  Those de-listed from the CLOAV will have to register again during the ongoing registration period.

Registration will be conducted at the Philippine Embassy at 20 Nassim Road, Sunday to Thursday, from 9:00 AM to 5:00 PM (no noon break)

Requirements

1.   Personal appearance of the registration applicant.

2.   Applicant should present latest Philippine passport and employment pass (Work Permit/S-Pass/E-Pass).

3.   Filipino immigrants and permanent residents in Singapore are required to execute an affidavit declaring that he/she shall resume physical permanent residence in the Philippines not later than three (3) years from approval of his/her registration.  The affidavit, which is part of the registration application form, shall also state that he/she has not applied for citizenship in another country.

4.   Additional documents:  For seafarer’s, seaman’s book; for dual citizens, Oath of Allegiance or Order of Approval for Dual Citizens.

Dialogue/Consultation with Congressmen Regarding 2010 Election

Two Congressmen who are on the Committee on Suffrage and Electoral Reforms, Rep. Teodoro Locsin Jr. and Rep. Roman Romulo, will be on coming in Singapore to consult with Filipino community leaders and embassy officials on the implementation of the law on overseas absentee voting, the automation of the Philippine electoral system, and other matters related to overseas absentee voting.

The Jurisdiction of the Committee on Suffrage and Electoral Reforms cover all matters directly and principally relating to the protection and advancement of the right of suffrage and the conduct of elections, plebiscites, initiatives, recalls & referenda. This Committee is headed by Rep. Teodoro L. Locsin Jr., currently serving as Chairman

This will be held on May 12 (Tuesday night) around 7PM at the Ambassador's residence.

Getting to Tioman Island (Pulao Tioman)

So you’ve tried all the beaches near Singapore like Batam, Bintan, East Cost, Changi including the (in)famous Sentosa. Now you want to explore a little further……

Pulau Tioman, which belongs to the state of Pahang, is off the south-east coast of peninsular Malaysia, just north of the Johor-Pahang state borders. It is reachable by speedboat or ferry from the coastal town of Mersing or from Tanjung Gemuk.


A lot of people including Malaysians always mistaken that this island belongs to Johor due to the gateway jetty is in Mersing. Mersing is located in the state of Johor.



  • Getting to Mersing
    Mersing lies on peninsular Malaysia’s east coast, around 3 hours’ drive north-east of Singapore.


    If you are relying on public transport from Singapore, travel early around 5am and should arrive around 8am to catch the early morning ferry or boat to the island. Book well in advance if your trip coincides with the weekend or Singaporean and Malaysian public and school holidays.



  • By Bus
    From Singapore you have two choices:

  • You can take the Transnational Bus to Mersing (3 to 4 hours) from Lavender St. Terminal. Tickets cost around RM 12 (if bought in Malaysia) / SGD 27 (if bought in Singapore) each way.

    Or You can go to Golden Mile Complex, Beach Road and take bus from Singapore to Mersing  depart from .


    All buses will stop at R & R Plaza Mersing, which are just about 3 minutes from ferry terminal to Tioman Island.


    From Johor Bahru (Larkin Bus terminal) take the Causeway Link, Transnational or S&S Express bus to Mersing (2.5-3 hours; about RM 10 each way):


    An alternative is to take the local bus between Johor Bahru and Kota Tinggi and then transfer to the local bus between Kota Tinggi and Mersing.





  • By Taxi
    To get to Larkin from Singapore, take a shared taxi from the Queen St. bus terminal (S$ 10 per person).


    From the Johor Bahru Larkin bus station, you can charter a taxi to Mersing. The cost is around RM 100 and the journey takes around 2 hours. 


    You can also charter taxis from Tanjung Leman (1 hour, RM 70-100) and Kota Tinggi (1 hour, RM 70-100).



  • Speedboats and ferries to Tioman
    Speedboats and ferries depart from Mersing or Tanjung Gemok (north of Mersing). I suggest go to Mersing. If you are booking a package stay on Tioman, a return ferry transfer is almost always included.


    From Mersing, speedboats (20 passengers) reach the island within 2 hours while the ferries (150 passengers) can take up to 3 hours.  Tickets cost RM 35 each way (RM 45 for speedboats) and ferries leave every one to two hours between 09:30 and 17:30.



  • At Mersing
    At the ferry terminal itself, there are restaurants and convenience stores for any last minute needs and pangs of hunger. In town, about 15-20 minutes’ walk from the jetty, there are banks, ATMs, internet cafes, supermarkets, shops and hotels (in case you need to spend the night in Mersing).


    Many of Mersing’s resorts have offices in Mersing, close to the ferry terminal.
    If you have a car, there is also a secure car park that charges around RM8 per day.




We stayed in Salang Sayang resort during our last visit. Not your usual 4 or 5 star resort but it’s good enough. Salang Sayang is situated in the best part of the beach area. It is shallow enough for adults or kids to walk quite a long way out into the sea and is great for snorkeling as there are plenty of fish, even near the shore.

Two Pinoys arrested for Credit Card fraud

Well, another bad news for the Filipino community in Singapore. These people do not represent the working Filipino professionals and our sisters in service industry who are legitimately working just to send money to their love ones back home.

ON THE surface, they seemed like big-spending tourists that Singapore retailers would welcome with open arms.

    In their one-month stay, Filipinos Dante Baya Cervantes and Jannette Lorenzo Dayo splurged more than $50,000 on retail therapy.

    The problem was they were not shopping with their own credit cards.

    As part of an international syndicate, they had come to Singapore to steal credit cards which they then used to buy watches and jewellery for resale.

    In August, Cervantes was jailed seven years while Dayo was jailed four years and four months for their crimes.

    Cervantes' fraudulent purchases totalled more than $46,000 while Dayo bought more than $11,000 of goods from various shops.

    They had stolen unattended handbags in the Orchard Road and Harbourfront areas, and made purchases with the credit cards in the bags.

    The credit cards, which belonged to six people, were used to buy gold chains, rings, bracelets, necklaces and Rolex watches from shops like Taka Jewellery and Peng Kwee Watches and Jewellery.

    The items were later sold by other members of the syndicate with the proceeds shared among them.

    To avoid arousing suspicion, Cervantes practised signing the cardholders' signatures before using the cards, while Dayo watched him.

    Cervantes went on a shopping spree on 28 occasions while Dayo did so eight times.

    Caught in the act

    Police arrested them on 27 Aug, while they were seen acting suspiciously while walking from Paragon Shopping Centre to Park Hotel Orchard.

    Cervantes had just stolen a Kate Spade handbag left unattended in the Starbucks Cafe in Paragon.

    Other items that were stolen or procured dishonestly by the duo were recovered from their room in Tekka Boarding Hotel.

    Court papers said Cervantes entered Singapore on several occasions between last June and August.

    They had a Malaysian accomplice, Abdul Mohamed Ali, who is still at large.

    The duo, who were unrepresented in court, asked for leniency after pleading guilty, claiming their circumstances had forced them into crime.

    Cervantes said he had financial difficulties and had to support four young children while Dayo claimed she has leukaemia and was her family's sole
    breadwinner.

    In his written judgment, District Judge Liew Thiam Leng said there were 'aggravating factors' as Cervantes and Dayo were members of a syndicate and had made purchases within a short span of time.

    He wrote: 'The speed and anonymity of such transactions make detection difficult and substantial losses can be incurred by the victims.

    'The banks are the victims because they had to pay the retailers for the fraudulent purchases. Substantial resources would be expended to combat such frauds.'

    Since March 2007, Singapore's courts have given jail terms of two to three years to credit card cheats for each charge that is proceeded on.

    Judge Liew added that Singapore's economy relies on the financial sector and if credit card fraud became prevalent, financial institutions would not want to invest here.

    Little weight could be given to Cervantes' and Dayo's guilty pleas, as they were nabbed while reaping the benefits of their crimes.

    Judge Liew wrote: 'If they had not been arrested by the police, they would have continued with more offences as they were apprehended while they were in the process of getting away with a stolen bag.'

Philippine Embassy Memo Regarding Passport and Visa Application

Effective 01 May 2009 the Visa Section will accept applications from Mondays to Thursdays, 9:00 am to 12:00 nn (except Singapore and Philippine declared holidays).  The collection of approved Visa and passport shall be two (2) working days from the date of application (Mondays to Thursdays, 4:00 pm to 5:00 pm).

Applicants for Embassy services encouraged to come on weekdays. Sundays are typically the heaviest days for consular and labor applications.  On an average, the Embassy has received over 900 applications every Sunday since January 2009.  This is more than 30% increase over the number of applications over the same period in 2008.

Woman was scammed to pay $2,600 for ‘upgraded’ PSP

This happened in Singapore where tight control and security was taken seriously. One of today’s New Paper headline caught my attention and it read: “Woman pays $2,600 for ‘upgraded’ PSP”.

pspA woman went to one of the local shops along Orchard Road to buy a PSP for her 12-year-old daughter and ended up paying a ridiculous bill of S$3,500 for the unit, which is inclusive of ‘original software licenses for firmware upgrades and game downloads’. She was able to negotiate down to S$2,600.

When she found out she was scammed, she went back to the shop the next day to confront them. Instead of a full apology and refund, the shop actually maintained their stance that they did nothing wrong. After a lengthy a negotiations, she agreed on a sum of S$1,000 (which is still way way overpriced by the way. The suggested local pricing for the PSP is only S$290). The woman made a report to the Consumer’s Association of Singapore later, but as she had agreed on the final sum of S$1,000, no charges can be made against the shop.
While it is very clear that the consumer needs to be educated, such irresponsible sales ethics (in the words of our Mr. Toffee, “should be flogged”). This is a classic case of the magic stone con. The shop in question was located inside a mall, with plenty of other electronic shops also selling PSPs for ‘normal’ prices, so how could the consumer still fall for such trickery, and how could the salesmen of this particular shop pull off such a con?
